DESCRIPTION: This program will focus on the challenges faced by incident
various decision-making models and the role that situation awareness plans
in helping commanders form mental models about what is going on.

The focus of the tactical discussions will be on how to safety accomplish

We had fairly good attendence. There were representatives from Minot, Jamestown, Hannaford, Woodworth, Rugby and Carrington. (If I missed someone I applogize). We had a SNAFU with courage to be safe but made do. The Grand Forks Flag course was excellent as usual and I believe our Scene Size up and primary search was pretty good for a first attempt at creating and teaching a class.

We had approximatley 23 fire fighters go through the courses and somewhere between 10-12 support people (making dinner, instructing or just running around helping).

Thanks for those who came.

Summary of Regional Drill Sept 6th

50,000 gallons with an average 476 gpm

All benchmarks were met. We had water flowing within 5 min of being on scene. The city engine crew did a fantastic job of being proactive, pulling 100’ of 5 inch supply line in preparation of 251 arriving. The crew on 251 just had to drive up, pick up the line, connect and pump. Although simple, the dump tank setup was effective, but could be improved. We held off on increasing our output to ensure we could sustain our initial operation of one deck gun. Within 20 min of setup we increased our output from 50 psi to 150 psi from a 2 1/2 inch outlet with a 5inch addapter for LDH, threefold! Halfway into the drill, we doubled our output by adding a ground monitor feed by two 2 ½ lines, and increased intake at the city engine by adding another 2 ½ supply line. At the height of the drill, we were flowing 120 psi on both master streams.( An estimated 400 gpm per monitor for a combined 800 gpm) All tankers had arrived and offloaded within the first 40 minutes. Thanks to all departments who brought resources to this drill. We hope to have another drill this spring to see what we can really do!!

Drill Timeline
1000 hrs	Initial dispatch
1003	Engine 2 in scene
1008	Engine 2 flowing deck gun, lays 100’ of 4” LDH to 251, mutual aid call of tanker support made
1009	Water supply officer assigned
1028	Burlington 561 and 562 in staging
1030 Tanker 561 sets up third drop tank and offloads
1033	Both tank siphons working
1034	Increase to 150 psi discharge at Engine 2
1040	Supply @ 85 psi and discharge @ 150 psi
1040	Tankers 562 and 661 offload
ALL TANKERS OFFLOADED 16,000 gallons
1112	Engine 251 taken out of pressure mode, into RPM mode to increase output
1114	Additional 2 ½ supply line in service,

From: www.firehouse.com

September 3, 2008 -- The National Fire Protection Association (NFPA) announced today that the U.S. Department of Homeland Security (DHS) has adopted two additional NFPA standards for first responders: NFPA 472, Standard for Competence of Responders to Hazardous Materials/Weapons of Mass Destruction Incidents; and NFPA 473, Standard for Competencies for EMS Personnel Responding to Hazardous Materials/Weapons of Mass Destruction Incidents.

"As the dedicated men and women of the fire service and other emergency responders are faced with new challenges in dangerous situations, often involving unexpected hazards, it is vital that they are well prepared to deal with them," said James M. Shannon, NFPA's president. "DHS's recent adoptions support responders and improve their safety by establishing important guidelines."

These two standards set minimum requirements for personnel responding to incidents involving hazardous materials and weapons of mass destruction. NFPA 472 sets minimum competency levels for personnel responding to such incidents, and NFPA 473 covers the requirements for basic life support and advanced life support personnel in the pre-hospital setting.

All NFPA safety codes and standards are developed through a process accredited by the American National Standards Institute (ANSI). The more than 250 technical committees responsible for developing and updating all 300 codes and standards include approximately 4,000 volunteers, representing enforcing authorities, installers and maintainers, labor, research and testing laboratories, insurers, special experts, consumers and other users.

The U.S. Department of Homeland Security's Science and Technology Directorate serves as the primary research and development arm of the Department, utilizing our nation's scientific and technological resources to provide federal, state, tribal and local officials with the technology and capabilities to protect the homeland.

Should the State of ND be doing more to help the fire service in ND? Maybe it's time that we look at lobbying for statewide assistance programs for FDs. I am not thinking of direct grants but other programs that would assist with apparatus (and maybe facility) purchases/upgrades. Maybe a loan program administered by the Bank of ND that would give FDs long term, low or no interest loans. Ten years at zero percent interest would be very beneficial to department that might be needing to make upgrades. Plus maybe a program could be set-up where prison inmates build smaller apparatus for ND fire departments. They could do grass rigs, mini-rescues and tanker/tenders and save on labor.

Just a FYI for all departments out there. I have been "preaching" this over the last few years in our hazmat operations training class; however, I believe everyone should be reminded of this. It may be a reminder to develop/review standard operating procedures for ethanol based fules and to develop a resource list of those who have inventory of type AR foam.

Currently tankers carrying ethanol fuel may be placarded as 1203, 1987, or as I understand a move is underway by the DOT to assign ethanol based fuels a UN/NA number in the 3300s. You may never know what fuel you are dealing with until you request the bill of lading or MSDS sheet from the driver.
